PNG is lossless, which is why it is 11 times heavier than JPG here and 20 times heavier than WEBP. Use PNG only when you need transparency or perfectly crisp text and lines. For a photograph at 800 by 600, WEBP at quality 90 came out at 29.6 KB and is almost always the right answer.
800 by 600 reduces to 4:3, a ratio of 1.333 to 1. Most phone photos are 4:3 or 3:4, which is 1.333 to 1, so unless your source already matches 4:3 the shape has to change on the way in.
That is what the Fit control is for. Crop to fill scales your photo until it covers the whole frame and trims the overflow, so nothing is distorted but something is lost. Fit inside scales until the whole photo is visible and pads the gap with a colour, so nothing is lost but bars appear. Stretch forces the photo into the frame and is the only option that distorts faces.
Crop to fill is the default here because a distorted face is much more obvious than a cropped edge, and because most systems asking for a fixed size expect the frame to be filled. Switch to Fit inside when the whole image genuinely has to stay visible, such as a logo or a diagram.

4:3 is the shape most phone cameras no longer shoot, so expect to crop a modern photo to fit it.
If your original is smaller than 800 by 600, this tool will still produce a 800 by 600 file, but the extra pixels are interpolated rather than real. Enlarging interpolates, it does not add information. If you need a genuinely larger image, start from a larger original or try the image upscaler, which is honest about the same limit.
Crop to fill takes the centre of your photo. If the part that matters is off to one side, crop it deliberately first with the image crop tool, then bring the result here.
This tool fixes the dimensions, not the bytes. To land under a specific limit such as 100 KB, send the result through the image compressor, which searches for the quality that meets your target.

It depends entirely on format. Our 600 by 600 test portrait came out at 592.8 KB as PNG, 56.0 KB as JPG at quality 90, and 29.6 KB as WEBP at quality 90. Detailed photographs will be heavier than flat graphics at the same dimensions.
WEBP if the destination accepts it, since it was 53% the size of JPG in our test at the same quality. JPG if you need maximum compatibility. PNG only for transparency or crisp text, because at this size it was 11 times heavier than JPG.
The tool will still output 800 by 600, but it cannot invent detail that was never captured. Upscaling interpolates between existing pixels, which softens edges. Start from the largest original you have.
